Next Generation Tools for Utility Regulators To Advance a Clean Energy Economy

Mossavar-Rahmani Center for Business and Government Senior Fellow John DeVillars’ fourth study group session focused on electric utility governance and regulation and the transition to a cleaner energy future. In past sessions, we have heard the perspectives of progressive regulators and policymakers, a visionary forward-thinking utility, and an expert on the politics of utility reform. Information on the study group is available online.

We are fortunate to have Travis Kavulla as our study group guest. Travis, a fourth generation Montanan with a Harvard degree and a journalism background, is Commissioner of the Montana Public Service Commissioner and, importantly, the Chairman of the National Association of Utility Regulatory Commissioners. In the latter role, he has been leading NARUC’s efforts to fashion new rate design methodologies, Benefit-Cost analyses, performance incentives and other approaches to adapt utility regulation to the realities of the climate change challenge. Commissioner Kavulla will be speaking as part of the HKS Energy Policy Seminar Series being held in Bell Hall at 12:00PM. For those who can’t make his noontime talk - and for those who can – we would welcome your participation in a discussion with Travis at 1:30pm in MRCBG Conference Room.
